Licenses
The following licenses are available from the Town Clerk's Office at the Town Hall during regular business hours. For telephone inquiries, call 872-1000. You will be transfered to an available clerk
To Obtain A Marriage License in The TOWN OF WEBSTER:
Monday – Friday, 8:45 AM – 3:30 PM

- Both the Bride and Groom must be present.
- You must show proof of identity (current name).
We accept: A photo driver’s license, a DMV-issued photo non-driver’s I.D., an employee picture I.D., original naturalization papers, or military photo I.D.
- You must show proof of birth/age.
We accept: Birth certificate, baptismal certificate or elementary school transcript.
- Married Before? We must see the final divorce decree for each marriage (i.e., if you have been married twice, we must see the decree from both marriages). In the case of a deceased spouse, please present the Death Certificate (or know the exact date of death).
- After a marriage license is issued, it may be used after 24 hours and is valid for 60 days.
- The fee is $40.00. The Town accepts cash or check only. Checks payable to “Webster Town Clerk.”

Dog License:
Required for all dogs four months or older harbored within the Town or Village of Webster. Renewable annually with proof of current rabies vaccination. Reduced license fees apply for spayed or neutered dogs (initial proof from a veteranarian is required). Original license may be applied for easiest by coming in person with documents. Subsequent renewal forms are sent from NYS Agriculture and Markets which can be processed in person or via mail annually. Current license fees are $18.00 for unneutered or unspayed dogs and $7.50 for neutered or spayed dogs.
Conservation License(s):
Required for fishing, big and small game hunting, etc. Licenses available for NYS residents and non-residents. Residents are required to show NYS driver's license as proof of residency. Hunters must show proof of hunting training.Reduced rates for seniors. Licenses are required for fishing upon attaining age 16. For more information, please visit http://www.dec.state.ny.us
Peddler's License:
Required for any door-to-door solicitation. Separate permit required for Town and Village, available from respective Clerks' offices.
Games of Chance, Bingo, belljar, and raffles:
License required for organizations operating games. You must first apply to New York State for a license number. For more information and forms visit www.racing.state.ny.us.
Application for License Plates or Parking Permits for People With Severe Disabilities:
Used by New York residents to apply for plates or a parking permit for people with severe disabilities. Requires a medical doctor's signature and certification. Plates are issued at state and county DMV offices, but permits are issued by local governments, not DMV. You must apply to the Town in which you live. New regulations require a drivers license or non-driver i.d.Filing a false application is a crime. .Temporary or Permanent Permit issued free to applicant with doctor's statement. Freedom of Information
The Town provides public access to records in accordance with the New York State Freedom of Information Law. Requests for records should be directed to the Town Clerk.
Accessible records may be inspected during regular town business hours, Monday through Friday from 8:30 a.m., to 4:30 p.m. Copies of accessible records shall be made available for 25¢ per page, or greater, as provided by law.
Report of the Presence of Wild Animals
Effective January 1, 2004 the State Fire Administrator from the Office fo Fire Prevention and Control distributed a new Town Clerk Duty.
Chapter 680 of the Laws of 2002 enacted General Municipal Law §209-cc requiring that the harboring of wild animals be reported to the municipal clerk each year. Under General Municipal Law §209-cc the owner shall file such report with the town clerk on or before April 1, each year.
In accordance with General Municipal Law §209-cc, the NYS Department of State, states this information is essential to emergency services personnel so that they may protect themselves and ones neighbors, provide for the safety of ones animals, ensure the maximum protection and preservation of property, and provide the community with emergency services without unnecessary delay.
Any person who fails to report the presence of a wild animal as required by the law shall be subject to a civil penalty of not more than two-hundred fifty dollars for the first offense, and upon being found guilty of a second or subsequent offense, by a civil penalty of not less than two-hundred fifty dollars or more than one thousand dollars.
