Public Works

The Department of Public Works consists of Building Maintenance, Engineering, Building, and Planning & Zoning.

Building Department

Building Permits for various types of structures are issued by the Town Building Department. This includes new construction, additions, alterations or demolition, swimming pools, signs, storage sheds, fences and decks. Other types of construction and structures may also require building permits. Anyone who is unsure whether or not a permit is required for a proposed project should check with the Building Department prior to commencement of the project to find out if a permit is needed.

Applications for Building Permits must be accompanied by appropriate documentation and may require submission of duplicate copies of plans and specifications. State and local standards and technical specifications apply to any building construction work done within Webster.

In many cases, once a structure is completed, an inspection is required by a Building Official in order for a Certificate of Occupancy to be issued prior to the use or occupancy of the structure. Such a certificate verifies that a building or structure, and the proposed use thereof, complies with all applicable building and zoning regulations.

Planning & Zoning

A zoning map and related ordinances help regulate land development in the Town.

There are three basic zoning categories:

Within the Town Code, each category is broken down more specifically, allowing for various uses and intensity of development in different parts of the Town. Zoning ordinances also contain standards concerning where and how a structure may be located on a lot. This can include minimum lot area, building setbacks, minimum yard area, percentage of lot coverage and building height.

If a proposed project, development or structure does not conform to current zoning regulations, relief from the strict interpretation of those regulations may be granted after a hearing before the  Zoning Board of Appeals.
